Job Description:

Role Overview

Fluence is seeking an energetic and experienced Senior Manager of Policy and Advocacy focused to support our energy storage products and services, and optimization software for renewables and storage. In this role, you will play a pivotal role in developing and shaping legislative and regulatory policy related to the production, sale, and operation of energy storage solutions to promote and speed the energy transition. Your area of focus will be managing policy and advocacy in U.S. Central and Western States, in addition to data center and Regional Transmission Organization/Independent System Operator (RTO/ISO) policies nationally. This role will report to our VP of Policy and Advocacy.

Key Responsibilities

  • Develop and execute legislative and regulatory strategies to shape policies in favor of energy storage, addressing complex legislation, regulations, and associated proposals.

  • Advise and present to Fluence leadership on energy storage policies at local, regional, and national levels and proactively influence policy changes to benefit energy storage solutions.

  • Represent Fluence, foster relationships, and advocate for the company's interests with elected and appointed officials, regulatory agencies, industry groups, and other key stakeholders, including Fluence’s current and prospective customers and suppliers.

  • Handle the preparation and submission of necessary policy advocacy documents and associated collateral, either prepared directly by Fluence or by third parties representing Fluence’s interests (e.g. industry groups). This includes fact sheets, comments, filings, and other associated documentation.

  • Collaborate across the company to ensure current and prospective legislative and regulatory compliance, including supporting customer and supplier compliance as needed.

  • Offer expertise on utility planning and procurement, environmental, safety, trade, permitting, interconnection and market design to support the execution of Fluence strategy.

  • Support and contribute to policy and advocacy related public relations and marketing efforts and associated campaigns.

  • Manage and collaborate with government affairs and regulatory consultants as needed to effectuate the responsibilities listed above.

Required Qualifications and Experience

  • An undergraduate degree is required.

  • Minimum 7-10 years of experience in legislative and regulatory policy and advocacy within the energy sector, including a minimum of 3 years either directly or indirectly managing a team. Experience with renewable energy, energy storage and/or data centers preferred.

  • A deep understanding of legislative and regulatory policymaking and a track record of successfully influencing legislative and regulatory policy decisions. In addition, this position requires extensive knowledge of the U.S. state legislative and regulatory environment as it pertains to the energy sector. Knowledge of the data center legislative and regulatory environment and RTO/ISO regulatory environment is preferred.

  • Knowledge of energy sector business fundamentals/strategies and innovation, and its intersection with legislative and regulatory policies.

  • Consultant and industry group management experience & demonstrated leadership skills.
