The Traffic and Revenue (T&R) Manager is responsible for leading the development and optimization of traffic demand, operational performance, and revenue strategies for major highway and Managed Lanes projects and other types of Toll infrastructure. This role integrates traffic forecasting and traffic engineering, with awareness of the interaction with roadway design considerations to ensure that project alternatives maximize traffic capture, level of service, and long-term revenue potential as well as implications in financial modeling.
The T&R Manager collaborates closely with T&R consultants, providing strong technical and management leadership, but also with Technical Department, Business Development, Financial and Design teams within the Concessions Business, Consortium Partners, Lenders T&R Advisors (LTRA), Rating Agencies and the Public Authorities.
Must critically analyze market and revenue estimates, proactively collaborating on and supervising the T&R study technical assumptions and methodologies, the content of reports and results, and carrying out the compilation, analysis and due management and conveyance of all relevant project information and the T&R Study components among involved parties.
This role supports both bid-phase development and, progressively, project execution phases, providing high-value insight to Concession Business teams. It requires a data-driven, strategic mindset combined with strong technical expertise in traffic modeling and forecasting as well as communication and management skills, in the interphase between T&R and the rest of the Concessions Business.

Strategic & Technical Leadership

  • Critical analysis and research of the market environment, users’ preferences and competing infrastructure.
  • Critical Study of contractual conditions, Technical Provisions and Project information in the Requests for Proposals during tender and after awarding.
  • Manage and lead T&R Studies developed by external consultants, guaranteeing achievement of objectives, quality, robustness and schedules.
  • Lead T&R analysis for major Toll highway and Managed Lanes projects, including demand forecasting and revenue modeling
  • Define strategies to optimize T&R across all related areas, mindful of road design and tolling strategy.
  • Provide, when needed, internal or preliminary T&R estimations.
  • Provide technical oversight into the integration of traffic modeling results into strategic decisions
  • Ensure alignment between engineering design solutions and traffic demand/revenue objectives

Stakeholder & Project Coordination

  • Participate in high-level meetings with public agencies and stakeholders to present T&R insights
  • Manage coordination between Consortium T&R teams, Business Development and Commercial teams and Concessions Business Managing Directors internally and across the consortium.
  • Manage coordination between T&R teams and the Technical Department on Operations and Maintenance as well as ITS and Tolling teams internally and across the consortium.
  • Manage coordination between T&R Consultants, Consortium T&R teams, LTRA, Rating Agencies and Financial teams.
  • Collaborate with DOTs, consultants, and design-build joint ventures to influence design alternatives

Analysis & Reporting

  • Closely oversee, audit and proactively contribute in the development of T&R models, user demand projections, and revenue forecasts.
  • Validate assumptions, methodologies, models and outputs used in financial and technical proposals.
  • Prepare and review technical documentation for bids, including reports and presentations.
  • Tracking and assessment of T&R in awarded assets.

Continuous Improvement & Innovation

  • Identify opportunities to improve modeling methodologies and analytical tools.
  • Incorporate user behavior insights and emerging traffic technologies (e.g., ITS, tolling systems) as well as technology disruptions into analysis
  • Support knowledge transfer and development of internal best practices

Reporting Line and Team

  • The T&R Manager will have a dual reporting line:
    • A hierarchical reporting line to the Head of Concessions in North America.
    • A functional reporting line to the Technical Department in Madrid, Spain.
  • The T&R Manager will be directly responsible for the T&R team based in the U.S. office, currently composed of two engineers.

Required Skills and Competencies

  • Bachelor’s Degree in Civil Engineering, Transportation Engineering, Economics, or related field (Master’s degree preferred)
  • Minimum 8–12 years of experience in traffic analysis, transportation planning, or highway design

  • Experience in a lead or senior technical role coordinating T&R in interaction with multidisciplinary teams
  • Strong expertise in traffic modeling tools (e.g., VISSIM, Aimsun, TransCAD, Cube, Synchro)
  • Experience integrating traffic modeling with financial/revenue forecasting
  • Familiarity of roadway design standards (AASHTO, MUTCD, state DOT requirements)
  • Professional Engineer (PE) or equivalent preferred
