The Technical Construction Expert – Mexico provides senior level technical expertise focused on the construction activities for all WIFA project components executed in Mexico or dependent on cross border coordination. The role bridges engineering intent and field execution, ensuring that construction methodologies, sequencing, and technical solutions are fully aligned with design requirements, regulatory conditions and safety standards.

This position supports planning, feasibility studies, early works, and construction delivery approach for Mexican based scopes such as treatment facilities, conveyance corridors, intake/discharge interfaces, pumping infrastructure, staging areas, and cross border systems. The Technical Construction Expert works closely with the Project Director, Technical Expert, Construction Lead (Mexico), Operations Manager, and multidisciplinary design teams to resolve complex technical and constructability challenges throughout the project lifecycle starting at the feasibility stage.

Job Description

Technical Construction Leadership (Mexico Scope)

  • Serve as the technical authority for construction methodologies and execution strategies for Mexico‑based WIFA work packages.

  • Translate engineering designs into constructible, efficient, and compliant construction solutions.

  • Provide constructability input during feasibility, early works, and design phases.

  • Support technical risk assessments tied to construction execution, sequencing, logistics, and site constraints.

Design Review & Constructability

  • Participate in multidisciplinary design reviews to validate constructability, staging, access, and sequencing from conceptual design through design development.

  • Review and provide technical input on key assumptions with drawings, specifications, method statements, and construction work packages.

  • Identify potential design‑construction gaps and propose technically sound mitigation measures.

Construction Support & Field Engineering

  • Support field implementation by resolving technical issues, RFIs, and design clarifications during construction.

  • Coordinate with contractors and subcontractors to ensure technical compliance with approved designs and standards.

  • Assist in developing, reviewing and validating construction methodologies, temporary works, and installation procedures.

Cross‑Border & Regulatory Coordination

  • Support alignment between Mexican construction activities and applicable engineering, permitting, and client requirements.

  • Ensure compliance with applicable Mexican codes, standards, labor regulations, and safety requirements.

  • Coordinate with environmental, permitting, and regulatory teams to ensure construction compliance with approvals and conditions.

Quality, Safety & Performance

  • Promote adherence to ACCIONA and WIFA quality, safety, and technical standards.

  • Support QA/QC reviews of technical construction deliverables and as‑built documentation.

  • Contribute to continuous improvement of construction practices and lessons learned across the WIFA program.

Required Skills and Competencies

  • Bachelor’s degree in Civil Engineering, Construction Engineering, Construction Management, related technical discipline or commensurate experience.

  • Master’s degree preferred but not required.

  • Proven experience in large‑scale water, infrastructure, or industrial construction projects, with significant field and technical oversight responsibilities.

  • Proven experience supporting or leading construction activities in Mexico, including contractor coordination and regulatory compliance.

  • Experience with conveyance systems, pumping stations, treatment facilities, intake/discharge systems, or cross‑border infrastructure strongly preferred.

  • Fluent in Spanish and English (required).

  • Strong leadership, communication, and problem‑solving skills.

Skills

  • Demonstrated experience with early stage and feasibility efforts for infrastructure in Mexico with a preferred focus on the water market.

  • Strong construction engineering and problem‑solving skills.

  • Ability to bridge design intent and field execution.

  • Clear technical communication with engineers, contractors, and project leadership.

  • Working knowledge of construction risk management, safety in design, and quality assurance.
