The Proposal Manager – Water/Wastewater Sector is responsible for leading the development, coordination, and delivery of high-quality, compelling proposals for municipal and industrial water projects, including desalination, water treatment, pipeline, conveyance, and related infrastructure. This role serves as a central hub for strategic planning, content development, and multidisciplinary collaboration. The Proposal Manager ensures proposals are aligned with client needs, reflect our organization’s technical excellence, and demonstrate our commitment to effective solutions, partnership, innovation, sustainability and meaningful idea exchange.
Job Description
Proposal Leadership & Management
Lead end-to-end proposal development for water sector pursuits, from pre-RFP planning through final submission.
Facilitate strategy discussions, kick-off meetings, and regular check-ins to guide teams toward a unified, competitive proposal approach.
Develop schedules, compliance matrices, responsibility assignments, and content plans to ensure all requirements are met.
Oversee writing, editing, layout, and production of proposal materials, ensuring quality, accuracy, and brand alignment.
Collaboration & Partnership Development
Foster strong working relationships with internal teams, external partners, and subject-matter experts to build cohesive and informed proposal content.
Promote a collaborative, partnership-oriented environment where open idea exchange strengthens proposal strategy and outcomes.
Coordinate with joint-venture partners, subcontractors, and teaming firms to integrate input and maintain alignment across all contributors.
Content Strategy & Story Development
Translate technical information into clear, compelling narratives that highlight value, innovation, and client benefit.
Develop win themes, differentiators, key messages, and graphics concepts to strengthen proposal positioning.
Review and refine resumes, project descriptions, management plans, and technical approaches to ensure they reflect strategic priorities.
Quality Assurance & Compliance
Ensure all proposal elements meet the requirements of the RFP/RFQ, including forms, certifications, and mandated content.
Track proposal performance metrics and lessons learned to continually improve processes and elevate proposal quality.
Maintain libraries of past performance, templates, and standard content to support efficient proposal development.
Cross-Functional Support
Support business development in pursuit planning, pipeline development, and client-focused messaging.
Assist technical teams with presentations, interview coaching, and follow-up materials for shortlist interviews.
Contribute to marketing and communications initiatives related to the water sector, including brochures, case studies, and thought-leadership content.
Required Skills and Competencies
Bachelor’s degree in Communications, Engineering, Environmental Science, Business, Marketing, or a related field.
5+ years of experience in proposal development, preferably within the water, environmental, infrastructure, or engineering sectors.
Demonstrated experience managing complex, multi-disciplinary proposals for public agencies (e.g., municipalities, utilities, state agencies).
Strong writing, editing, and storytelling abilities with meticulous attention to detail.
Excellent project management, prioritization, and organizational skills.
Preferred Qualifications
Experience in water sector pursuits such as desalination, water treatment, distribution, wastewater, or coastal/water supply projects.
Familiarity with SOQs, RFQs/RFPs, CMAR, design-build, and alternative delivery pursuits.
Experience working in partnership environments with multiple stakeholders, consultants, and teaming partners.
Ability to develop visual storylines, graphics concepts, and proposal layouts (in collaboration with marketing staff).
