Project Health, Safety and Environment Manager

Location: Tomago, NSW Australia

Type: Two Year Fixed Term Contract for a BESS Project

Roster: 3 and 1

Direct Reports: HSE Advisor x 2

Role Summary

The HSE Manager is responsible for leading and managing all Health, Safety and Environment components of the BESS delivery project in NSW, reporting directly to the Fluence BESS Site Manager and functionally to the Fluence Australia HSE Manager. As Principal Contractor, the role is accountable for the implementation, monitoring and continuous improvement of project‑specific HSE management systems to meet contractual, regulatory, client and Fluence requirements.

This includes providing timely, accurate HSE leadership and subject matter advice, proactively managing risk in line with project progress and contractual arrangements, monitoring balance of plant contractor performance, and reporting on HSE performance. The HSE Manager works closely with the project team and stakeholders, provides oversight of all site HSE activities, mentors HSE Advisors, and fosters strong working relationships to support safe and successful project delivery.

The role is site based and offers the opportunity for ongoing permanent employment with Fluence.

Responsibilities

  • Develop, implement, maintain and lead project‑specific HSE management systems, strategies and programs in line with Principal Contractor obligations and risk management requirements.
  • Lead the identification and delivery of WHS improvement initiatives, including incident prevention methods and proactive risk reduction strategies.
  • Ensure competence, training and development requirements are met for all safety‑critical roles across the project.
  • Implement HSE monitoring and assurance systems, and lead or contribute to incident investigations, organisational reviews and change management initiatives.
  • Champion continuous improvement to drive measurable enhancements in HSE performance and project outcomes.
  • Develop, implement and validate key HSE plans and processes, including emergency response, traffic management, environmental management, safe work procedures and auditing of balance of plant contractors.
  • In collaboration with the Environment Manager, ensure compliance with environmental legislation, client standards and Fluence requirements.
  • Lead and develop the project HSE team through effective coaching, mentoring and performance management, while providing additional HSE support as reasonably directed by senior Fluence leadership

Qualifications

  • Comprehensive knowledge of WHS and environmental legislation within the area of accountability
  • Tertiary qualification in WHS/OHS (Advanced Diploma or equivalent); engineering or project management qualifications highly regarded
  • Minimum 7+ years’ experience in energy or a related project‑based industry (e.g. construction, civil, rail, mining), including Principal Contractor experience
  • Prior people and/or functional management experience
  • Advanced communication, report writing, presentation and senior stakeholder management skills
  • Advanced investigative (e.g. ICAM, TapRooT, 8D) and incident management capability, including trend and data analysis
  • Lead Auditor certification for management systems (ISO 9001, ISO 45001/AS 4801, ISO 14001)
  • Proficiency in Microsoft Office Suite and HSE database / system administration
