Repsol is seeking an experienced Project Engineer to join the Unconventional Development Engineering team to be based out of The Woodlands, Tx. The Project Engineer will perform the corresponding activities in engineering projects carried out by the different businesses within the company, ensuring that project objectives are met in compliance with engineering, construction, and safety and environment standards and regulations. Position may be offered as Senior Project Engineer if minimum qualifications are met.


Summary

The Sr. Project Engineer plays a critical role in the Unconventional Development Engineering Team, ensuring that Engineering and Project Management practices are effectively executed across all aspects of Facilities planning and execution. This includes oversight of Minor Projects (Maintenance Capital, MOC’s), Greenhouse Gas Programs ensuring sustainable activity, and Future Development (pipelines/waterlines, compressor stations, wellsite facilities). The role is accountable for Front-End Engineering Design (FEED), formalizing design packages for execution, and initiating value-add projects derived from Development Planning. The engineer interfaces with various stakeholders across Project Management, Operations, and external vendors to ensure safe, efficient, and cost-effective project delivery.


Essential Functions

  • Lead projects through Repsol’s stage-gated, integrated project management process (visualization, conceptualization, definition, and execution).
  • Coordinate a multi-disciplinary team through visualization and conceptualization, leading the alternatives analysis and associated economics evaluation.
  • Promote innovative thinking, initiating value-add projects across all aspects of Development and Asset optimization.
  • Manage the selected alternative through definition and execution, defining the project execution strategy and project management plan.
  • Develop the project design basis and execution plan, associated cost and schedule estimates, and communicate to all stakeholders.
  • Lead sustainability efforts in the development and management of the Business Units Greenhouse Gas program.
  • Maintain safety, environment, and integrity focus within the project team to ensure associated requirements are incorporated in design and procurement process.
  • Execute the design related portion of assigned projects within scope of practice, as needed, and manage external engineering resources for the remaining design scope.
  • Review and approve design, equipment selection and specification for assigned projects.
  • Develop Class V to III cost estimates and perform risk analysis and estimate contingency level; monitor, identify variances and propose and take preventative and/or corrective actions.
  • Develop the project schedule; monitor and compare actual progress to baseline schedule, identify variances and propose corrective and/or preventative actions to avoid project delays.
  • Develop a project-specific procurement /contracting strategy and plan.
  • Support the evaluation of bids for procurement of equipment, materials, and construction services contracts.
  • Monitor, analyze, forecast, proactively correct as necessary, and communicate project performance (safety, quality, cost, and schedule) to achieve project objectives.
  • Develop and follow the project quality plan, including types of reviews, responsibilities, and participants.
  • Identify and document (with stakeholders) project risks; prepare a risk management plan, including mitigation actions, risk response and contingency plans; follow up on and ensure closure of all identified risks, associated mitigation measures and opportunities.
  • Report on individual project performance (safety, cost, quality, schedule) weekly.
  • Fully comply with all applicable regulatory requirements and prepare regulatory applications and associated audit binders.
  • Prepare scopes of work for construction contracts and construction packages.
  • Lead and/or participate in construction pre-planning, with a focus on safe and efficient execution of the work.
  • Organize and lead pre-job construction kick-off meetings.
  • Support construction work on day-to-day basis during execution and operations as needed during start- up.
  • Follow Repsol Management of Change Processes for all projects.
  • Serve as the Contract Holder for various vendors, managing contract values, POs, catalogue line items, etc.
  • Assist in the planning and budgeting phases for various project and campaigns.

Required Education, Key Competencies/Qualifications:

Required Qualifications

  • Must be fully authorized for full time employment in the US by any employer without the need for sponsorship now or in the future. Additionally, we are not authorized for employment under OPT/CPT/F1 visa programs.
  • Bachelor’s degree in Engineering (Chemical, Process, or Mechanical preferred). Advanced degree or PMP certification is a plus.
  • Minimum 5 years of relevant engineering experience for Project Engineer consideration; or minimum 8 years required for Senior Project Engineer (preferred).
  • Position is open to both internal and external candidates who meet the required qualifications for either the Professional or Senior Professional level.

Required Technical Expertise

  • Deep understanding of regulatory frameworks, including PA/NY/TX State (PUC/PSC), PHMSA, EPA, TX RRC and OSHA standards.
  • Proficient in industry codes and standards (API, ASME, NFPA, ANSI) and best practices for facility design, construction, and commissioning.
  • Experience with FEED (Front-End Engineering Design) and formalizing design packages for execution.
  • Awareness of process simulation tools such as Aspen HYSYS, PipeFlow, Flarenet, and ability to interpret and validate results.
  • Familiarity with GIS tools, AutoCAD, and engineering document control systems.

  • Experience initiating and delivering value-add projects from Development Planning, aligning with business objectives.
  • Strong capability in developing and managing project schedules, budgets, and risk mitigation plans.
  • Ability to manage multiple concurrent projects, including Minor Projects and large-scale facility developments.
  • Skilled in developing procurement strategies, evaluating bids, and managing vendor contracts.

- Stakeholder Engagement

  • Effective communicator with experience interfacing across Operations, Development Planning, Project Services, HSE, and external engineering firms.
  • Ability to translate technical concepts into actionable plans for both technical and non-technical stakeholders.
  • Experience in facilitating project reviews, kick-off meetings, and construction pre-planning sessions.

- Leadership & Operational Support

  • Demonstrated leadership in enforcing safety culture, promoting continuous improvement, and mentoring junior staff.
  • Ability to manage and supervise third-party engineering teams, ensuring alignment with internal standards and project goals.

- Software & Digital Skills

  • Proficient in Microsoft Office Suite (Outlook, Excel, Word, PowerPoint).
  • Experience with project management tools (Primavera P6, MS Project) and ERP systems (SAP, Oracle).
  • Quick learner of new software platforms and digital tools used in engineering workflows.

    Location Requirement

    • Position must be supported onsite from our office in The Woodlands, TX following a hybrid schedule.
    • Position does not include relocation assistance. Non-local candidates may be considered only if open to self-relocation.
