The SR400 Express Lanes Project is a $4.6 billion DBFM infrastructure initiative managed by SR400 Constructors, a 50/50 joint venture between Flatiron Dragados and ACCIONA, under the authority of GDOT and SRTA. Spanning 16 miles of tolled express lanes, the project includes major structural works, BRT integration, and extensive environmental and utility coordination. The Hazardous Materials Manager (HMM) is a required role under the Technical Provisions, responsible for ensuring safe handling and compliance of all hazardous material activities.

The Hazardous Materials Manager (HMM) is responsible for overseeing the proper handling, tracking, remediation, and reporting of all Hazardous Materials (HazMat) associated with or discovered during the SR400 Express Lanes Project. This includes ensuring compliance with GDOT, EPA, OSHA, and state regulations, as well as the Environmental Management Plan (EMP). The HMM will also lead internal HazMat training, certification tracking, and regulatory incident reporting, while maintaining close coordination with the Environmental Compliance Manager and GDOT-authorized agencies.

Job Description

Key Responsibilities

Hazardous Materials Oversight

  • Provide subject matter expertise in the safe handling, storage, and remediation of hazardous materials as required by the project scope or encountered during construction.

  • Ensure compliance with GDOT Soils, Foundation, and Material Testing guidelines and Hazardous Waste Site Assessment Studies Section 6.05.

  • Oversee implementation of hazardous materials procedures in alignment with the GDOT Environmental Procedures Manual.

Training & Certification

  • Develop, schedule, and/or conduct training for project staff and subcontractors on hazardous material handling procedures and emergency response.

  • Verify that all employees and subcontractors handling hazardous materials have appropriate and current certifications, including 40-hour HAZWOPER.

  • Maintain up-to-date training logs and submit certification records for audit readiness.

Incident Reporting & Regulatory Liaison

  • Investigate, document, and report all hazardous material incidents or discoveries.

  • Notify the Environmental Compliance Manager, GDOT (the Authority), and applicable regulatory bodies in writing of any HazMat incidents per contract requirements.

  • Maintain written records of all hazardous materials inspections, incidents, and remediation efforts.

Field & Environmental Support

  • Conduct and document field inspections related to hazardous material storage, handling, or exposure in alignment with the Environmental Management Plan (EMP) and site-specific plans.

  • Serve as liaison between construction teams, environmental consultants, and regulators during material discovery or remediation events.

  • Collaborate with site supervisors and engineering to implement temporary controls or mitigation strategies where needed.

Project Support

  • May assume secondary project responsibilities after Services Commencement, such as environmental inspections or quality reporting.

  • Participate in safety and quality programs across job sites to promote project-wide environmental compliance awareness.

Required Skills and Competencies

Minimum Qualifications

  • Bachelor’s degree in Environmental Science, Industrial Hygiene, Engineering, or related field.

  • Minimum 5 years of experience on infrastructure or transportation projects of similar scope and complexity.

  • Demonstrated experience in:

    • Development of site investigation reports and remedial action plans acceptable to EPA.

    • Execution of hazardous material investigations and remediation in compliance with GDOT guidelines.

  • Current 40-hour HAZWOPER certification (required).

  • Meets the certification requirements of GDOT Soils, Foundation and Material Testing, Hazardous Waste Site Assessment Studies 6.05.

  • Knowledge of OSHA, EPA, and Georgia EPD regulations related to hazardous waste.

  • Valid Driver’s License and ability to access field locations on short notice.

Preferred Skills

  • Familiarity with GDOT Technical Provisions and SRTA project delivery expectations.

  • Experience coordinating with environmental regulators and third-party environmental consultants.

  • Strong written communication and regulatory reporting skills.
