GIS/Drafter


Under close supervision, the GIS/Drafter is responsible for tasks and responsibilities associated with the department of a complex and highly skilled nature.

Responsibilities include: utilizing Computer Aided Design (CAD) and GIS (Geographic Information System) programs to revise and create various drawings and effectively follow all of the document control processes. Maintain and update different databases related to company systems (distribution and telecommunication), scans new or different technology prints so they can be processed, orders and maintains supply inventory. Assists with maintaining a good working relationship with the department’s numerous internal customers. This position will use training and experience to develop and assist lesser experienced employees in this job series.


GIS Drafter performs technical tasks and requires working knowledge of multiple software systems used in the department. These tasks vary in complexity and duration. Tasks consist of several generally related semi-repetitive steps and/or methods.


Multiple standard procedures are available for use in completing tasks. Complex duties are performed independently with close supervision.
1. Participate in safety meetings and activities.
2. Acquire knowledge of Company standards for Drafting department.
3. Revise the GIS system by completing edits, including ADMS/OMS updates, new customer service primary projects, simple planning projects, cutovers and phase swaps, large plats, road jobs, and transmission substation and telecom updates.
4. Revise and process all prints within the GIS and CAD systems including but not limited to: damage claims, forced replacements, joint use, new services backgrounds, and index prints, under close supervision. Issue prints to various departments as needed. Make revised standards on drawings.
5. Revise and process manhole drawings (for example AC Network or WPAFB) within Adobe Professional (or other similar software package). Issue prints to various departments as needed.
6. Completes quality and accuracy checks of GIS and CAD data as requested or directed.
7. Revise GIS system by completing edits including, but not limited to, projects such as ADMS/OMS updates, new customer service primary projects, simple planning projects, cutovers and phase swaps, large plats, road jobs and transmission substation and telecom updates.
8. Process all print changes submitted via the Outage Management System (OMS) GIS referral process. This includes updates to the GIS and CAD systems as needed. Acquires working knowledge of advanced GIS software tools.
9. Scanning/Print Processing

  • a. Process prints requests, including, but not limited to, creating prints for projects like the PUCO Reliability programs.
  • b. Assist Company personnel on projects as needed to transform prints into a usable format along with sending and receiving electronic or hard copy prints and creating new prints and documents.
  • c. Provide assistance, when necessary, to Company personnel to accommodate conversion prints into a viewing format.

10. Assists in maintaining all department equipment, including ordering supplies.
11. Works independently and maintains a good working relationship with all personnel.
12. Provides support during the creation of new databases used to keep record of the Company’s equipment and prints.
13. Assists all Company personnel as requested.
14. Participate in overtime.
15. Participate in storm restoration efforts as required. Any field work will be performed with direct supervision.
16. In order to progress to GIS/Drafter Senior position, the employee must be qualified through demonstration, examination, and satisfactory performance appraisals.


Entry Level Requirements
All candidates must have the following qualifications:
1. High School Diploma, or the equivalent, and a valid driver’s license.

2. Education related to GIS/Drafting/Mapping or Geography related degrees that include GIS including associate’s degree or Military Equivalent of 60-62 credit hours which includes GIS/Drafting coursework. ESRI Certification is desired.

3. Successfully pass the Edison Electric Institute (EEI) test - TECH Test

4. Must meet Company’s General Qualifications; and

5. Physical Effort - Employee must be able to lift a minimum of 40 lbs.

Fully Qualified Requirements
Must have satisfactorily completed four years in the GIS/Drafter role and be trained to operate the following: GIS, CAD and/or other design and database software including, but not limited to, GIS Software, CAD software, Adobe Professional, Microsoft Office, and afforded the opportunity to become proficient. Also, must be able to make simple to medium modifications in the GIS and CAD system including, but not limited to, damage claims, forced replacements, joint use, new services, background information, index prints and able to maintain manhole drawings and support the printing/scanning needs of the department’s customers. Must successfully complete the Company’s GIS/Drafter training requirements and must have passed all skill verification/progression tests.
