Job Title: Commissioning Engineer

Worksite: 55 E. Monroe St., Suite 2900, Chicago, IL 60603.

Rate of Pay: $148,543

Description: Lead, coordinate and control the commissioning of project substations and transmission lines, including Acciona’s equipment testing and end to end testing with the TSP and ISO, meeting project milestones and Acciona’s standards for quality, safety and environment. Responsible for SCADA, substation RTU and communications, supervision of the commissioning of inverters/wind turbines, meteorological stations and trackers by contractor or supplier, ensuring proper integration into Acciona’s Remote Operations Control Center. Review the detailed engineering documentation of substation communications scheme, control building schematics, substation point list, RTU and SCADA, communications scheme of inverters/wind turbines, meteorological stations and trackers making sure compliance with Acciona’s specifications. Supervise cold and hot commissioning of inverters, trackers, wind turbines, met stations, collection system, Power Plant Controller, etc. Supervise proper upload of Transmission line relay settings by substation testing contractor, ensuring proper coordination with the TSP. Define the scope of work of final inspections and functional testing, based on Acciona’s standards, for wind turbines/inverters, trackers, met stations, substation equipment including RTU, SCADA and Power Plant Controller required before back feed. Define and supervise scope of work of pre-commissioning works and testing to be performed in advance final testing with third parties (TSP, ISO, etc), including proper coordination with substation testing contractor, TSP, ISO and Acciona’s Remote Operations Control Center. Supervise end to end testing with third parties (TSO, ISO, etc). Lead the integration of the SCADA signals in Acciona’s Remote Operation Control Center. Lead, in coordination with Acciona’s Grid Codes department, Power Plant Controller internal testing protocols and final ISO’s testing protocols required to achieve Commercial Operation. Coordinate, supervise and lead the commissioning activities associated with the energization process, guaranteeing compliance with Safety and Quality requirements of Acciona’ s policies, practices and procedures and in accordance with federal, state and local laws. Ensure all personnel and subcontractors meet technical and safety training requirements. Conduct and review safety analyses and reviews of hazards and energy sources. Supervise the execution of substation and collection system switching procedures, in compliance with Acciona’s standards for Safety and Quality. Ensure the development and registration of all documentation and protocols associated with commissioning and energization of the project. On-site coordination of the scopes identified above. Maintain required training certifications and other responsibilities as assigned. This position is deployed at construction sites and relocated to a new site once the project is completed. An average of one relocation per year is expected with no more than 2 sites in one year. Long term placements at construction site in the US with an average of one relocation per year.

Requirements: Bachelor’s degree or foreign equivalent in electrical engineering or a related field plus 5 years of experience as an Electrical Engineer or related occupation/job title/role in the Power Industry. Additionally, the applicant must have employment experience with: 1) Commissioning activities for renewable energy projects, in particular substation and transmissions lines, in Wind and/or Solar; 2) Power generation plant building and energization and/or testing processes; 3) Commissioning management process as applied to component, equipment, sub-system, and system pre-commissioning, commissioning and integration plan testing; 4) Industrial safety as applied to the commissioning management process, including LOTO systems and their application; 5) Installation, maintenance, inspection and commissioning of equipment associated with the power industry or related fields; 6) Managing commissioning phase or related testing phase of projects.
