The Business Development Manager (or Business Development Coordinator) supports the BD manager and team with strategic market growth initiatives in the U.S. W&WW O&M sector, identifying new opportunities through an understanding of municipal and industrial client needs, regulatory drivers, and competitive landscapes. The role involves supporting the needs for cultivating relationships with key stakeholders, developing capture strategies, influencing RFPs, and supporting development and technical teams to shape solutions.

The role will support internal documentation and contract, with a preference for experience with public-private partnerships, DB/DBO models, and long-term O&M solutions. The role will be qualified to serve as Key Personnel for strategic projects and retain primary ownership or supporting role within the initial implementation phase of new projects.
The role plays a key strategic part in working with the Acciona team in expanding the company’s water and wastewater (W/WW) market presence with a focus on California, Arizona, Texas, and Florida. Leveraging a strong technical background, the role will identify, track, develop, and secure opportunities in municipal and private sectors, spanning construction, design, and O&M services. The ideal candidate has deep industry knowledge, existing relationships, and a demonstrated ability to drive growth through strategic planning and client engagement.

Job Description

Key Responsibilities:

  • Developing internal documentation to address company needs as it relates to the identification, review and approval of opportunities

  • Support the identification, tracking and pursuit of new business opportunities in the W/WW sector with public and private clients.

  • Support pursuit strategies for key DB, EPC, O&M, P3, DBFOM and other delivery models.

  • Partner with internal technical teams to develop compelling, customized solutions.

  • Build and maintain relationships with key stakeholders (internal and external)

  • Support go/no-go decision-making, proposal development, and interviews.

  • Track and report on market trends, funding opportunities and regulatory developments.

  • Represent the company at prospect/client meetings, industry conferences and networking events.

  • Support the implementation of strategic project initial phases as Key Personnel.

Key Stakeholders:

  • Clients: Municipal utilities, public works departments, water authorities, EPC partners.

  • Internal: Operations Managers, Technical Teams, Estimators, Marketing/Proposals, Commercial/Legal support, among others.

  • External: Subconsultants, Vendors, Industry Associations (e.g., AWWA, WEF).

Required Skills and Competencies

• Bachelor’s degree in Business, Environmental Science, Engineering, or a related field. Candidates without a degree may be considered with strong relevant experience in the water/wastewater (W/WW) sector or infrastructure markets.

Certifications: Professional certifications (e.g., CAP, PMP, APMP) are a plus but not required.

Experience:

• 3+ years of experience in business development, proposal coordination, or project support: preferably in the water/wastewater, environmental, construction, or engineering sectors.

• Experience supporting proposal development, market research, client outreach, and/or coordination of BD activities.

• Experience working collaboratively with cross-functional teams (engineering, operations, marketing, etc.).

• Knowledge: General understanding of the water/wastewater industry, engineering services, and/or infrastructure delivery is ideal but can be learned on the job. Familiarity with delivery models (DB, EPC, CMAR, O&M) is a plus, but not required.

•Preferred Client/Market Exposure: Familiarity with public-sector agencies (e.g., utilities, municipalities, water districts) is beneficial.
